Supplementary Planning Guidance (UDP) 

The Council produces supplementary planning guidance (SPG) to provide further detail on certain policies and proposals contained within the Carmarthenshire Unitary Development Plan (UDP). They help ensure certain policies and proposals are better understood and applied more effectively.

SPG can be produced in the form of:

l
Guidance on a particular topic
l Masterplans
l Design guides or
l Area development briefs


It should be noted that whilst SPG do not have the same status as adopted development plan policies, however, the
Government advises that they may be taken into account as a material consideration in determining planning applications.

The following SPG have been prepared in relation to the UDP.  Reference should be had to Local Development Plan (LDP) pages in relation to those being prepared in respect of the emerging LDP.



Supplementary Planning Guidance (SPG) - Caeau Mynydd Mawr Special Area of Conservation (SAC)



The County Council adopted the above document at its meeting of the 19 February 2014.  Please click on the following links to view the Supplementary Planning Guidance (pdf 7759 KB) and Consultation Statement (pdf 3922 KB).

The SPG is an elaboration and clarification of the policies and provisions of the Carmarthenshire Unitary Development Plan (UDP) Adopted 2006.  It provides specific guidance in relation to the consideration of proposals for potential developments impacting upon the SAC and the need to establish a management strategy to ameliorate for the loss of and secure the ongoing and future management of habitat used by the Caeau Mynydd Mawr SAC marsh fritillary butterfly metapopulation.

Burry Port Harbour

The Brief has been prepared within the context of the Carmarthenshire Unitary Development Plan and forms Supplementary Planning Guidance).  The Draft published for consultation from the 18 February to the 17 March 2008.  The responses received were duly reported to Council on the 18 July 2008 at which it was formally adopted as Supplementary Planning Guidance to the Carmarthenshire Unitary Development Plan. Brechfa Forest Windfarm

Development Briefs 


Llandeilo Northern Residential Quarter Planning & Development Brief

Llandeilo Development Brief

The Draft Brief was prepared within the context of the Carmarthenshire Unitary Development Plan.  The document was subject to public consultation from 17 August to 6 November 2009.

On 10 February 2010, the County Council resolved to proceed the Brief to formal adoption as Supplementary Planning Guidance to the Carmarthenshire Unitary Development Plan.

West Carmarthen Planning and Development Brief  

West Carmarthen Planning and Development Brief

The Planning and Development Brief outlines the aspirations for future development of West Carmarthen and should be used as a guide for the sustainable development of the West Carmarthen Urban Extension.

This Planning and Development Brief forms Supplementary Planning Guidance (SPG) to the Carmarthenshire Unitary Development Plan (UDP) and will be a material consideration in the determination of all future planning applications in the Brief’s area.

The Brief was approved for public consultation on the 20 October 2010 and subsequently published on the 4 January 2011 with the period for receipt of responses ending on the 28 February 2011.  The key issues emerging from the representations received together with recommendations (including where appropriate amendments to the content of the SPG) were reported to the meeting of Full Council on the 7 March 2012 where it was resolved to to proceed to formally adopt the West Carmarthen Planning and Development Brief as Supplementary Planning Guidance - with the amendments proposed in the report.

Pending the production of the final composite SPG the Adopted SPG will consists of the Draft West Carmarthen Planning and Development Brief as published for consultation and the recommendations set out in the report to Council (7 March 2012).
